Compute the binomial coefficients.

Examples:
    Binom(1, 0) = 1
    Binom(1, 1) = 1
    Binom(2, 0) = 1
    Binom(2, 1) = 2
    Binom(2, 2) = 1
    Binom(3, 0) = 1
    Binom(3, 1) = 3
    Binom(4, 0) = 1
    Binom(4, 1) = 4
    Binom(4, 2) = 6
    Binom(1000, 5) = 8250291388416
    Binom(1000, 10) = 2.6340956046197E+23

vN: Function returns Null if vN is Null or cannot be fixed up to a Double precision floating point number.
vM: Function returns Null if vM is greater than vN or is Null or cannot be fixed up to a Double precision floating point number.

Binom calculates the double precision binomial coefficient for integer arguments vN and vM. The result is (vN!)/((vM!)(vN-vM)!).
